Creates an Azure AI Foundry project under the shared AI Hub with optional model deployments.

Note: Use short logical keys (e.g. chat). The module prefixes them with var.name internally to produce the actual Azure deployment name ({name}-chat). Access the resolved names via module.ai_project.deployment_names["chat"].
